Puzzle lisp?help...!!!

I want a lisp (or VBA) that will act like a puzzle

for example:

I have this base object

and these are my secondary objects

and I want to arrange these object in base form like this

but its very important for me this is the best arrangement

with the lowest squander

in addition, the side of the gap is 20 units

yes it is nesting.

for beam I work with PNSO ,but i cant find any program to do this for plate(if you suppose the base object is plate)

and i still hope some one help me
