Played around with it a bit for the fun. It could be handy as you don't want people to purge your drawing sometimes.

Maybe there is solution but the only way I can think of and might take some time if you have plenty layers, is to create a block on a new layer witch for example consist of lines each applied to one layer and dimension styles etc. and then freeze that layer for the block to be invisible.

For the layout part, I'm not sure myself if it's possible to lock it.

I do a similar thing with our title block.

I created a block using all layers and dimension styles.

I inserted it at an intersection of two lines in the title block

at a scale of .000000001. You can't see it.

Can't purge it.

I just want to stop people from creating new layers and dim styles.
