Autocad Civil 3D, 2009 as Autocad:

 

I have a weird one. I have a viewport at 1:500 scale, and I want to create another layout with a viewport of 1:100 (which would zoom in to a part of my plan). I copied my layout to another one and then selected the new layout. I selected the viewport at 1:500 and picked the viewport scale button at the bottom. I selected 1:100 and instead of zooming in, it zoomed waaaay out. Try as I might, I just can't find the answer, although it's probably some dumb little setting somewhere. It is not a drawing that I started. It is a coworker's that I have modified. I was messing around with the viewport scale and 10:1 actually worked to get my 1:100 scale to look right. Even though it looks right and I can use it, it bugs me too much to let it go, so here I am.

 

Another problem I was having, is as follows: I finally wrapped my head around annotative text and scaling, etc. (I think) and I have the annotative text where I would like it in the layout, but the text line is too wide. I would like the line of text to be more like a paragraph than one line of text. Using grips, I can make it look right in this viewport but when I go back to model space or a layout with another scale it is more or less a vertical string of text. I have figured out how to move the viewport text around without affecting the model space text, but I can't figure out how to change the look of the text without affecting the text in model space.

As far as the first problem is concerned, I just tried qnew and inserting the drawing I was working on into it. I quickly started a new layout from template and for some reason I can manipulate both viewports successfully with 1:500 and 1:100 and it looks fine. My deduction is that it has something to do with a layout setting.

 

I'm still stumped as to how to manipulate the annotative text in my 1:100 viewport to not look like a single line of text without messing with the text appearance in model space.....

The scaling issue you have with the viewport sounds like the units were set metres when you were expecting millimetres

Thanks Michael and Todd, unfortunately it's a government infrastructure drawing and I am not permitted to post it even here. However I looked at the units of the old drawing, following your suggestion Michael, and the units are in metres. Very strange. I'll continue playing around with it and see if I can come up with something.
