hatch and polylines

In the attached drawing the top polyline is closed still it cannot be hatched using pick point option. Please tell what is the problem I want to know why pick point method is not working and what is the solution.

The below box contains 2 polylines but I am not able to join them using pedit even they touch each other end to end.

In the top box with the polyline:

No idea about why you can't use pick point to hatch. You can, of course, select the polyline and hatch it that way, instead

In the bottom box with the 2 polylines:

The lower of the 2 polylines has a negative elevation. That will be why you won't be able to join them.
