How to capture mouse wheel press event

I am writing a module wherein I have to capture the user action/input (whether from keyboard or from the mouse) and take action accordingly.

 

I am unable to find a way to capture the event when user presses the mouse wheel (as that for panning)

 

Can someone help how to capture this event?
