how i can set a template on layout tab?

Not sure but maybe you want.

If you set up a main template drawing you can have multiple layout tabs and each tab can have different stuff in it, our surveyor has every title sheet setupthat he needs around 12 differnet title pages. Its easy to pick shift and pick again to delete multiple layouts in one go.

Why not layout tabs at multi scale or say 4views preset on title etc.

did you mean, that you need to set up the layout as a template?

if yes, than you need just to save your drawing (without anything else just prefered layout on it) as ".dwt". and after you can insert the template into any other drawing you need.
