I couldn't really think how to title this but let me explain:

Try setting the system variable VIEWRES higher. Maybe 1000 or 2000 to start with. See if that works for you.

Do not redraw, just do a REGEN.

 

It is all to do with how AutoCAD handles circular entities for optimum performance when zooming.

Nice. I thought it was something to do with the way ACAD figures out circles but couldn't find the command.
