Insert Object into blocks

I have a block called "Manhole" which is just a circle (diameter = 2). The annotative scale of my drawing is 1:1000. The manhole looks fine on my drawing and when I print.

Now, the problem is I use the same Manhole block in another block called "Legend". Manhole's scale is 1 when I insert it into Legend. I use Legend in the Layout which annotative scale is 1:1_1. The Manhole looks like it has been scaled down to 1/2 the size. I want it to be the same size as seen on my drawing.

How do I fix it? The quickest way I can think of is to scale Manhole up to 2 in Legend but I want to know if it is the proper way or if I had done something wrong.
