On your XY plane you can create some reference lines at the angles you want to create planes, or you can create work axis to define your planes. How do the tubes need to be oriented? I would probably create a plane at the end of the tube, then extrude it to the dome, rather than trying to make a plane that is tangent to the dome.

In the file I uploaded I started a sketch and drew some reference lines. I have a horizontal line, a line thats tangent to the dome(projected) and a line thats perpendicular to the tangent line at the point it intersects the dome. I then used the tangent line to create a work plane(XY plane and rotate 90degrees around this horizontal). I also used the perpendicular line and its end point to create a plane.
