I am trying to power dimension a part. The problem I keep running into is that what I am trying to acheive Mechanical desktop has other things in mind. For example I have 1 dimension that should read 356.5 +3 then underneath that is FOR ASSEMBLY. When I try to enter the text under my dimension and tolerance it puts the tolerance down with the text and at the end of the text.

Short answer:
If you are placing text below a dimension line such as TYP. you can attach the text to the dimension by placing a \X right after the default value "<>" and typing in your text.
