use a means of pre command object selection

Can anyone explain or point me in the right direction to finding out what this is / means????

Pre-command object selection?

Sounds like the definition for picking an entity first then selecting the command you are going to use on it versus picking the command first then the entity.

Controls whether you select objects before (noun-verb selection) or after you issue a command.
