Annotative mvparts?

I'm relatively new to creating MEP content. Is it possible to create annotative mvparts? If so, how do I do it? I tried using an annotative block to start from, but that doesn't seem to have worked. I'm trying to create some schematic valve symbols, and would like them to be linked to the annotative scale.
