disabling dynamic behavior

Is is possible to disable the dynamic behavior of dynamic blocks without removing the parameters and actions. If we remove parameters/actions the blocks loose their current state and return to the default state.

Basically what I means is that if one does not want to share the dynamic blocks with others how can this be done without erasing their dynamic properties.

I have described this several times when dynamic blocks lose their dynamics so it should work in reverse. Dynamic blocks (certainly up to 2008 ) stop being dynamic if their scales aren't identical. If you were to set the Z scale to 1.000000001 the block might stop displaying its dynamic properties. Obviously if this works it is not failsafe and anybody can unlock it but it will stop the casual users.
