Paper space layer visibility

I am working with acad 2006 and for some reason I can't get the vp frozen layers to be invisible. Even though I have them frozen, and they show frozen for that particular Paper Space sheet, they are still displayed. Also, in this same drawing, I had arranged the layer manager and deleted old layer states and created new ones. Everytime I exit the drawing and come back, the old layer states that i had deleted come back again. Any help would be greatly appreciated.
