problem binding/inserting xrefs

This is starting to effect all my drawings.

When ever I bind or insert an xref file the xref dissappears visualy but the xref remains in the xref manager and the file. I can turn on xclipframe and see where the xref should be.

I turn on all layers and thaw them to check to see if it is frozen or off but nothing.

I have seen several posts with the same issue, just hoping my new post will give new eyes to the problem.

I have used DXFout and DXFin to some success but it turns on all my layers,
