09 civil 3d text size

so I know you get differ sizes showing up on model space and layout view. I cant seem to control the text size settings.

If you're talking about the size of annotative text in paper space, there's only one remedy I know of. Verify the annotation scale on the viewport. Turn off the viewport. Turn the viewport back on. It sounds crazy, but I haven't found any other way to fix that issue. I consider it a bug.
