DWF Viewer

I would like to create a stand alone application that views DWF files. For the life of me I can not find what reference that I need to add to my program.
Can someone please help. I'm going more insane by the minute.

I have just downloaded the Toolkit but as I understand it I must use C++. I will contenue to read the information but I was hoping for either VB or C+ coding. Thank you for the reply.
