Is there one that will allow me to do the following:

 

I want to paste a block into a drawing, and rather than AutoCAD change this new inserted block to be the same as any existing blocks within the drawing with the same name, I want this new block to overwrite all of the others.

not by pasting but if you use the INSERT dialogue browse to the new definition rather than select the block already in the drawing and say "yes" when asked if you want to redefine the block. If you are using the command line you can do it by adding = to the block name (myBlock=)
