Sheet Templates containing viewports

Hello,

I am new to this forum and was wanting to know if it was possible to have a sheet template border set up containing a viewport area upon creation. That is, a sourced in dwg created from view frames from my working dwg that will contain my company border, etc., as well as a locked viewport at the bottom to display text columns referenced within the same dwg I am using.

or in other words = "paper space" border template with 2 viewports - 1 built into the template itself near the bottom seeing into "model space", the other I create when editing my dwg near the top.
