Is there a way to set the distance for when you use the break command or will I need to create a LISP that will do this?

After selecting the object you want to break, type F , select the first point you want to break from, then the second. This allows you track from you Osnaps.

As far as I know, no, there is no distance option when using Break. You might consider using Trim or Lengthen instead.

To add a bit to this; the LENGTHEN command will allow a negative input.
