I have a 28 page project that I need to save as a .pdf file whose layers cannot be turned on or off by client. How may I save all 28 pages at once as a project package just as it was drawn in Inventor? Is there a better format to save the files to for client review and approval?

You can (at least with the PDF-printer I use) turn off the Layer-functionality within the PDF so you output a simple PDF with no Layer-turn-off-capability.

 

Where you do that depends on the PDF-software, but should be under Custom Settings somewhere.

It is odd that if I draw in Mechanical Desktop I have that option but when I draw in Inventor I do not.

After saving an .idw file I select the "I" icon, top left corner, drop down menu, Export, select PDF, yes to "do you want to save as?". When the file saves as a pdf the gear icon does not appear giving me the ability to control the layers. Is there a better way? Thanks!

Yes, use a PDF plotter. Plenty available for free. I use PrimoPDF on my home computer and have used CutePDF in the past at work.
