Pulleys won't rotate

Hi, new to Inventor. I created a basic pulley with a 4" Dia to be powered and an 8" Dia attached to a steel wheel. I got the pulley on, but noticed there was no hole through the pulley wheels and they wouldn't rotate. Am I supposed to add a joint? Thanks!:shock:
