How do I put a rotated drawing back to level, I would like to do it using 2 pick points on a line I want to be horizontal

Please check the Reference option of ROTATE command.

I usually use the Rotate command with Ortho enabled. When it asks for the rotation angle or [Reference], pick both ends of your line for the Reference, and it will rotate immediately to horizontal because of the Ortho effect. :D

ok what do i do when it asks for a reference angle and where do I pick my base point

The base point is one end of your line, and the reference angle is from the same end of the line as the base point, to the other end of the line.

By the way, are you sure that your model is rotated? May be useful to check your UCS and call PLAN command to ensure that is not only a view issue before rotate the model.

That would have been my guess, a rotated UCS.
