An earlier version will not be able to open a 2013 file, there are free enablers available from Autodesk, but they would be more than happy if everybody just bought the latest version as soon as it was offered, even before they get it working correctly. The latest file version will have nonretro-compatible features, so it is often a good idea to consider with whom you will be sharing your drawings, as you may need to set your 2013 software default to save as a 2007 or 2010 file format.
