If you mean that you want to make a forum like this one, FrontPage is not the tool for you.
Very few forums are built from the ground up. Most, like this one are based on a pre-built solution. Some are open source and are free and some are commercial and cam be bought for a relatively small amount. There are lots of them out there. Most require a database of some sort but some work with files. My advice is use a database solution. Some are fairly basic and some are complex with many options. It depends exactly what you want.
You need to do some research to find out a bit more but I recommend to at least consider these:
phpBB - open source (free) the software this forum uses http://www.phpbb.com/
Simple Machines - open source http://www.simplemachines.org/
vBulletin - commercial board that this forum will migrate to shortly http://www.vbulletin.com/
Ivision Power Board - commercial board http://www.invisionpower.com/
miniBB - free and as it's name suggests, lightweight but providing all the essentials http://www.minibb.net/
If you Google on "forum software" you'll find lots more but you can't go far wrong with any of the 5 above. They all require a web hosting account with PHP and MySQL but most hosts these days will provide these as standard.

If you don’t have a server that can handle php or you don’t want to go through the hassle of installing the forum I recommend that you use a free forum hosting service
I tried this website there are vary few ads and most of them only you see. It will take a lot of effort to learn how to use phpbb if you need help in that area, ask.
The one I tried Click Here (http://cottondew.jconserv.net/index.php)

Just try it... its free!

There are some web hosting providers which have cPanel installed, which allows to add scripts.
Currently, we are hosting with SiteGround, which allows you to add PHPBB discussion forum with just a couple of clicks.
Alternately, you can install PHPBB into your existing site if you know basics about port no. and stuff. The site also has pretty good instructions.

no offense at all, but if you're asking how to make a forum using Frontpage, then you have got a LONG way to go..... lol, i don't think you have an idea of the programming and database management involved in something like this one. no need to make your own, like CADTutor said, www.phpbb.com is the way to go. just install and go, and it's free. :)

Among free and open source software, phpBB tops my list. Fairly good product, huge MOD database, and pretty good support.
If you haven't got much time, and want to see what the new phpbb3 can offer, just try it out on this host : free forum hosting (http://www.forumotion.com)
Hope this can help!

I have not used forumotion for a while so not sure what their T&Cs are, so if you can not have multiple forums within one account then create multiple accounts.
You could also download xampp or wamp and install phpBB (or use any other web files) on your local machine.
