Classic waffle cone and soft swirl would be difficult. I would model as tapered helical surface and then Thicken. Cake cup style would be a simpe Revolve and Shell for basic shape. Getting texture (on either style) would be a bit more difficult. I would use a cosmetic texture (matlib) Hand dipped create a bunch of spheres and move together for aesthetics. Might add a couple of portional revolves. For soft swirl ice cream there is a similar Star tutorial in my signature.
