Theres lots of lisps/vba to search and replace a particular attribute no matter how many times its in a dwg search BIGAL & Attributes Auto change preliminary to issued and update, dates, rev etc

Also use FIND with entire dwg this works as well

You can use fields in attributes, create custom fields in drawing properties. When you fill in the properties fields any attributes that match will be filled out in any layouts.

Do the utilities you use in your plan each have a different defined linetype? If so it should be possible.

try DATAEXTRACTION. I've never used it, but I think that's what you're looking for. Others on here probably use it all the time and can probably help if needed.
