Layer state question...

You can do that from your LAYER MANAGER, as shown in the attached images. A layer state can be saved from modelspace or paperspace, really no difference.

I have never actually used LT, this is how you would do it in Autocad Vanilla, and I am guessing that it will be the same. :)

 

Perhaps you are thinking about a layer state saved in a VIEW, as might be chosen to display in a viewport. That would be done in the VIEW MANAGER, by clicking save layer snapshot with view, as shown in the second attachment.
