layers acting up

Ive been using autocad for years and this is driving me insane. Started at new company and am using acad 09 light until we get the new version. Everything was working fine but have been experiencing something weird. I draw in model space and my 0 layer's line comes out in phantom instead of continuos. The line in layer manager says 0 layer is continuous. However, if i pop over to layout the line is continuous. Summary, i draw a line and it is phantom in model space but continuous in paper space. I want it continuous everywhere like the setup in the layer manager shows. Any ideas.

Is the linetype set to "ByLayer"?

 

A phantom linetype in model space can "appear" to be continuous in a layout due to the linetype scale factor.
