i want to set text scale and paper scale on A3

I have this layout inside cloud area i want to standard setting like if i want to print on A3 paper which text height i need to use dimension title block etc.

 

2nd question is that inside cloud area there is some point (Red) like M1 to Mxxx i need to get coordinate in table is there any lisp to make table with coordinate otherwise i need to pick one by one point plz help me
