BIGAL
A quick answer is to use Array and just make the circles, possibly combined with a lisp pick a few pts and done. One question the upright has the circles not quite the same as the horizontal section should they be more equal on the horizontal section ? this may require a section by section task ? Are these concrete reo bars ? Thought of a quick possible answer for a pline just offset add circle at each vertice, then divide the pline segments and place circle need some form of rule here max spacing. Your dwg 200 c-c but vert bit is 100 & 120 Already got conflicting answers as per screen grab need a set of rules supports my section by section approach

Just need some time.
