Help..Locked Viewports changing scale

Hi Can anyone help, i have a layout view with 6 viewports in. All of the viewports are locked, but when i zoom in and out of the layout , various viewports are zooming as well. this is very frustrating!!!! It is happening at different times on all of the viewports. I have even tried redrawing the viewports and it still happens.

Am using AutoCAD 2007. But the drawings have been worked on in Lt as well.
