I need to find the center of a circle that is tangent to another circle and a point on a line. I cannot use tangent tangent radius, Any suggestions.

 

Usually you need to do a bit of temporary construction to find the centre.

 

Offset the circle by the new radius, so that you know that the centre of the new circle will lie somewhere on this offset line. Then draw a circle, centred on the line point, with a radius of your new circle, and where the two intersect is the proper centre of the new circle. :D
