When I used Architecture 2009 you got a properties dialog box when you added a detail callout from the Callouts tool palette where you could change radius and linetype etc.

I am now using MEP 2008 and when I try and add a detail callout (any type) I can't alter anything! I have to manually alter the polyline linework.

Surely I'm doing something wrong or is this functionality missing in 2008 as opposed to 2009?

I think altering is made just for the Architecture AutoCAD. Architecture has tons of AEC features that your MEP doesn't.

I have a hard time editing things with my copy of Vanilla AutoCAD.

Autocad MEP is Autocad Architecture with mechanical, electrical and plumbing features added, IE Autocad MEP has more AEC content than ACA has.

I have never seen the pop up that allows you to change properties of a callout like you describe. I have always had to manually edit them as well.

I am sorry! I stand corrected. I have never used MEP or seen it. I thought it was just Mech, Electrical and Plumbing.
