This may not help, but it could be worth a try and will help in narrowing it down.

If you have admin rights, can you please download Visual Basic Express Edition 2008 from Microsoft and install it?

Wow, really cool that there is still interest in this, and demand for it.

Sorry JeepMaster but I removed the previous attachments because I wasn't happy with it, so it is being rewritten and will be finished soon.

 

I know, I have made a load of promises that I am working on it, but real life is busy, but I have been working on it today and I am working on it more tonight, so it will be coming soon.
