I work for an electric utility company, and typically our civil backgrounds that we receive from consultants must first go to our GIS department (they use Civil 3D Map 2009) so they can geo-reference the drawing. Once it is geo-referenced, they send it back to us and then we can set up our sheets and begin our design for our contractors (we use both AutoCAD 2009 & Civil 3D 2009). Right now, our insertion scale for are blocks are set to "feet", and therefore our drawings use the same insertion scale.

So with this being said, why is it that our blocks do not come in at the correct scale? They appear way to small. Is there global command that is able to scale up all the blocks at one time without causing alot of work in having to move them back to their original locations?

I suspect what is happening is when we receive the backgrounds, which are 1:1, our GIS department geo-references it, and the background is "rubbersheeted" onto their mapping system, so I believe, and somebody correct me if I am wrong, that even though the civil background was 1:1, it gets either scaled up or down once they rubber-sheet it in (they typically use the section lines as there reference points).

If we did not have to geo-reference our civil backgrounds, our blocks would come in at the correct scale and look fine.

Can somebody help me with this??
