Why does the hole in my wheel, pictured at the bottom,

 

look different to the one pictured in this tutorial here:

You need to enable or disable "Backface Cull", depending on how you want your back facing poly's to display.

 

Select the wheel, Right Click, choose Object Properties and Check or Uncheck Backface Cull.

Right Im on to the next step. But Im having trouble with the movent of the polygons, when I stretch them they don't create new ones.

I have another question if you don't mind. How do I make the the rotate axis local to the wheel? At the moment its away from the wheel and not central.

You can actually set the Pivot Point for any object anywhere you want by selecting the object and then in the Hierarchy panel, click the "Affect Pivot Only" button. You can then drag the Pivot point and place it anywhere you want.
