icon commands versus dos command

ever so often, when i click into a new drawing's icon, say, open a file, instead of a dialgue box appearing, it gives me a dos line requests. I know there is a simple fix for this but I have forgotten it, can you please help?

try setting the FILEDIA variable to 1.
