Not sure, but I have seen this in acad2009 at the layer-menu list. At least there should be "layer merge" and some other functions from the express-tools. Quote

Can you show us all a screnshot of this please, as layer merge is there; but there is no functionality with regards to importing/exporting layer filters? Quote
