I want to derfine a multileader style with my own block as an arrow (which will be a pline "+" symbol) and I want it to always remain oriented to the ucs, rather than rotate to align with the leader line. Thanks.

I don't think this is possible since the leader and the arrow head are relative. There might be however a way to trick it with a dynamic block. I must ponder this a bit. Or maybe someone else can give more insight on how to accomplish this.

Too bad you don't have C3D styles.

I can't make it work with mleaders, I think scribs it right, Dynamic Blocks are your best choice.
