Anotative text in autocad vs MEP

Im just starting to learn MEP, I know what annotative text does, kinda, for autocad and was wondering if one of the features that MEP has is also the same in autocad. In MEP when you move text and tags around in different annotative scales the text/tags remain in the place you put them per each scale, it might fit closer at quarter scale then eighth scale and when you move it in eighth it doesnt effect the positioning for quarter. Is this the same with autocad?
