dashes and dot scales - model vs. paper - problem

i know one of you brilliant people out there know the answer to this.

 

ive been working on these files. the setting are right so instead of making a new file and messing the settings up i will just delete everything and do a save as. This would give me a new file.

 

well, i got the bright idea to start a, new , clean, fresh, file.....now my line weights are messed up. i could go back to what i was doing but id rather figure out whats going on.

 

problem: im model space i have my line weights scaled to 0.1, the lowest i can set it....( ok i must say now that the i think the thickness of the line is fine, it is the dot or dashes that are out of scale. ) now ive gone up and down in scale and the dots and dashes look perfect in model space but are still closed up in paper space.

 

the scale of the drawing is no different than what i have been using (when it was correct) so it leads me to believe that it is a setting i am missing in paper space...???
