Included in my picture is what happens when I try to dimension the hand rail,

do I need to play with the UCS to get the dimensions right? When I use the dim, hor command the dimension shows up either behind or in front of the object.

Your dimension will be placed in your XY plane. So wherever your UCS is positioned, that's where your dimension will be placed.

Have you tried changing the position of your UCS relative to the object being dimensioned?

Your dimension will be placed in your XY plane. So wherever your UCS is positioned, that's where your dimension will be placed.

 

Cad64 has it right, the dimension is placed on your XY plane, But on the Z elevation of the current UCS so you need to set the UCS origin as well as it's XY Axis.

just set the ORIGIN of the UCS to the plane and you'll be jake..
