Image Overlay Transparency in Drawing

I can't upload the file but im having an odd issue. I am basically creating a document detailing the assembly process of a part. One of those steps involves glue. I have a glue icon PNG file that was created with a transparent background(by a co-worker, we tried several different files). When I insert the image and set the transparency to "From File" everything appear perfectly as in the first image uploaded. The issue comes in when printing or saving to PDF. The second image shows whats happening. This problem isnt the end of the world but it would be nice to have the glue image on top. I have right clicked on the image and click "Bring to Front" with no change in its printed display state. I haven't spend much time on this but I would rather not waste time on what is probably a simple overlook.

 

Anyone run into this before or have a work around?
