It's not complicated, but it's long winded to explain. Have a look for some tutorials on the CUI.

 

Essentially, you need to edit your double click action in your CUI for Blocks with attributes to use the alternative command...

Fields are something you should consider. I use both fields and attributes in my title block. I use the fields for information that will be exactly the same on all sheets (such as project name, address, contractor information, etc.), so I only have to change it one time and it updates all sheet. I use attributes for the information that is specific to that page only (such as the sheet number and sheet title).
