Is there any way I can make it so I'm able to snap to objects I've drawn in paper space while I'm working in a viewport in model space?

I think you have to be in paper space to snap to objects in paper space.

Not that I know of, you can do it the other way around though. The command CHSPACE might help you, it copies objects from Paper to Model space and scales accordingly.

I'm trying to put in blocks in one viewport and make them line up with the ones in another.

You can use the MVSETUP command and ALIGN option to align points in viewports to each other.

Look at the very unknown XLINE command. (It is a standard Autocad command but dosen't have its own toolbar).

 

It extremely useful, and is a great help when lining things up.

This is easy enough to do, you use the move command, pick a viewport, then pick on an endpoint of the block in that view, then use snap perpendicular to the block in the other viewport. Those were examples, use osnaps that make sense to you. And of course you can use osnaps and otracking.
