Can't Freeze Layer in Viewport

I click on the viewport to select it, go to the drop down for layers, click to freeze a layer in that viewport. ACADE deselects my viewport but freezes that layer though nothing disappears in the viewport. I went into Model Space and cycled the layers to make sure I put everything on the layers correctly. I've tried it several times and it keeps doing the same thing.

 

Get this...in another paperspace tab I have the dimension layer frozen for the same panel but the drop down menu for the layers shows the layer thawed so the dimensions are not showing up.

 

It shows my viewport to be unlocked.

 

Has anyone else had this problem?

To freeze a layer in a viewport you need to activate the viewport by double clicking inside it. Then you can freeze a layer in that viewport with the method you described.
