I am sorry if this is a bother(or in the wrong place), but could anyone tell me if it is possible to decal an image with transparencies?

Not sure you can? you could look at the decal and expand the tree, in there is the sketch and the image, double click the sketch then right mouse click the image and select properties, click use mask in the transparency box.

I have never done it but you can try the above and see if it works.
