Grip Snap Rotate, will not let me input anything?

I have a part in an assembly I am trying to rotate, so I select 'grip snap' and rotate along a line off the part. The usual 360°. However, for some reason I cannot manually insert an input, say I want 47° I cannot type this in the dialogue box. Is this a bug of some kind?

Within Grip Snap "Rotating about Point" should allow you to input degrees. "Rotate about Point using Reference Geometry"

will not. Using a constraint to rotate may be easier.
