HOW CAN I UNITE THE 2 solids ? THE cylinder on the right side is gettin me a headache . Please help me!

Rotate the cylinder and move it using the center of the cylinder at the surface that you want to touch the flange. If you want to join them together, use UNION (I don't know if union was the right command to use back in 2002, I can't remember back that far).

In addition to what SuperCAD suggested, you could also use the ALIGN command to rotate and move the cylinder in one step. ALIGN is particularly helpful if the faces to be aligned are not already parallel/perpendicular to each other.
